Yup, those governmental personal safety practices work against fragmentation grenades like...like...like...I'm still thinking. There has to be an analogy, but it isn't going to be complimentary when I finally come up with it. The adults and two children who were wounded deserve major sympathy. Collateral damage is a terrible thing.
