Calzones told me yesterday that he will attend a meeting at the Centro de Salud Tuesday that is part of a formal process for the doctor to request that the sewer system be activated. This would not address the black water problem, but the doctor is also aware of the problem.

The problem here is money, the mothers milk of politics. I have heard that one reason the sewer system is idle is that when activated, it will have to be paid for. Another source said the issue is the electric cost for pumping. Residents who have black water lack the money for a septic tank and no one wants to dig up their house to connect to the sewer system.

Additionally, just like the USA, there are some who believe that environmental issues are fear mongering by meddlers and not serious problems.
