Tim,
Can't help you with the why, but we're from Oregon and yes, tide patterns are very different here . Have noticed the same in every place we've visited on both the east and west coast of Mexico. Weirdly enough, when wewere on the west coast of Cost Rica, near Quepos, tides behaved in what seemed like a normal fashion.
Go figure.
