Just an FYI I'm an electrical contractor and it is impossible for a meter to run because the wires running to it are shorting out. The meter only measures power being used on the house side of the meter. If the main to the house is off the only way the the meter can run is if the meter is bad or more likely someone has tapped into the lines between the meter and the house disconnect. I have seen people tap into other peoples lines between the meter and disconnet so they get free power from someone else. The fast way to check is just to replace the meter with the house disconnected and if the meter still runs it's not the meter someone has tapped into your line.
