The defining terminology is "prohibits them from
interfering in Mexican internal politics" and the fact that this is a clash between two Mexican Parties, with differing ideologies makes the case of Chiapas internal politics. It is a clash between Mexican citizens and Indian citizens over rights and representation. Political.

Tena, however, is not internal politics, but rather a civic dispute between sets of title holders.

Daniel, we were assured by the Mexican lawyer who formulated the letter that gringos could sign without any danger to their status as visitors or residents.

The two cases are very different from a legal perspective.

However, judges being what they are, any interpretation is possible... so there may be risk involved. I think even Vallabolos would not like to see precedent of deporting potential customers. Its a horribly bad PR move.
