cutting down trees

| Some of my neighbors want to cut down two healthy trees on the street in front of my house, they are afraid the taller tree could come down with high winds and cause damage. Do they have the right to cut a tree down on city property , just becuse it MIGHT cause damage? Any info. would be helpful. |
