Interesting -- I live in Tofino, British Columbia where rain falls from the sky in buckets ( 11-12 ft a year) - however we pay dearly for our water/sewer service. Over 10 000 pesos ( $1 000) a year - we do not have a hot tub or pool and are careful with water - infrequent washing of vehicle and garden in summer - we are on a meter which clearly records water consumption and thus how much one pays - the village has determined the rates for commercial and residential as well as a sliding scale for heavy use- from my perch it appears you are getting a very good deal on your water but might want to consider increasing the fee in a regulated manner to fund improvements to the entire water /sewer system
