One fairly simple solution to home security

I have noticed the increasing number of posts about break-ins and theft. The theme seems to be a quick pass through and taking small items like like computers, cameras, jewelry, cash etc.
One solution would be to have our great, local metal workers build small safes out of plate steel. These could be bolted to the floor and equipped with heavy duty pad locks of the number tumbler or key operation. These locks can be surrounded by a tube of steel that would allow you to operate the locks but not allow bolt cutters or hacksaws. This system is used extensively for gates to public and private land roads in the US.
If a large number of local residents signed up for these safes to be built, the cost of each would be lowered and offer some local employment.
So what do folks think?
If a good number of folks would like to do this, I would approach the metal workers with the idea and work with a design to determine a price etc..

The "law of crime" is indeed a law, everywhere.
