Unfortunately when people are broke they might have to steal and times are getting tough all over. In this case though it sounds like a few people working together.

At least they gave you your papers back so they aren`t completely heartless but shit..... that doesn`t make anyone feel any better . There is nothing like a sneak thief to make people unhappy and uncomfortable .... daily.

In boarding schools , the navy , a town , any group setting , people can forgive a lot but not a sneak thief . It undermines cohesion , trust and well being of the community. Hope you catch them and kick their asses all the way out to the edge of town. In front of everybody.
