Horse stranded without water - please help

Hi everyone, Yesterday morning I noticed a horse had broke free and was running back and forth in the arroyo, a long rope hanging from behind it. Later in the day I noticed the horse was tied up- I assumed the owner had found him. This morning he is still confined there and has not had any water for over 24 hours. I now believe that the owner still does not know where he is and a citizen tied hi up so he would be easier found... but now he has no way to access water. The horse is located in the arroyo just around the corner of Puesta Del Sol Hotel. My only access to the horse, currently, is on foot via a very unsafe man made path from above, which does not allow me to carry water. I am new to this community and don't know who to call about such a matter. My friends with trucks are gone for a few weeks. Thank you for your help! Meagan
