It`s obvious he wants to build a hotel and have beach front without makeshift resturants/hotels on either side of his property.
He wants control of a taxpayer funded road for private access to his property. The devil in his details is the public road . The other resorts in the area all have private roads as the only means of access so defacto can control who travels it , therefore can keep the public off of a public beach unless they come by boat.
