Even if you were to find the "best" rate, there are no guarantees it would stay that way. Our credit union in Oregon used to reimburse ATM fees up to 5 transactions per month, but now we pay them AND Banamex for a transaction. Earlier we compared the difference between paying those fees and depositing a check into Banamex using Intercam (I was astonished to find out I could not deposit a check directly into Banamex!) After all fees, the difference in pesos per dollar was .01 peso. The size of the check probably makes a difference.

The best rate we've received is when we can use a credit card for purchases (.35 pesos per dollar better). Unfortunately outside of Herradura in Melaque and Aurrera in Cihuatlan we haven't found anybody that accepts credit card payment. (Not even PEMEX...what's up with that?)

The worst rate was when we wanted to cash a check and receive dollars at Intercam. That would have to be converted twice, invoking fees each time. Has anybody tried using Paypal to transfer money to themselves?
