Thats just about right, D. If there is a warning, they do not feel obliged to help you out if you 'get into trouble'. Basically, its the 'I told you so.'

My son was on a motorcycle somewhere near Kashmir when 9-11 happened. I called the Canadian Consulate to alert them to his presence and to see if they could contact him and inform him of the possible danger he was in (I was sure he had no idea what had happened). I was given a lecture because there had been a previous travel alert. They did nothing. Thankfully he was O.K. and made it out of there without incident. I shudder to think of what might have happened if he had ventured into a terrorist camp.

Travel alerts seem to absolve the home govt. of any responsibility.

There's a lot to be said for personal responsibility and before we can make informed decisions, we need to informed. If we don't bother to inform ourselves, well...
