Is that an "understanding" Ron, or a rumour? If the local "authorities" wish to be-build public confidence they will have to present themselves as open, honest and communicative with the public. For me, I want to once again be able to tell potential visitors that this community is safe and secure. The perception that nothing is being done can only further fuel the fires of pessimism and negativity, leading way to even more FOR SALE signs in town.
