So based on what David Dagoli said, the ladrones can "buy" their sentence down?

Can they "buy" it completely away?

I just want to understand a little more clearly.

And if they have already have some money (family) to "buy" down their punishment will they actually get any at all?

Anyone have some more info? Thanks for the responses.
