99% of people in Mexico don't have an on-demand pressure pump. They rely on street pressure to fill the tinaco (for gravity feed pressure) or if the street pressure won't reach the tinaco ... they have a pump from a cistern that will pump it up.

Basically only gringos with fancier systems have the power outage problems
