In the article it says "Many are believed to be the remains of passengers kidnapped from
long-distance buses." I have heard that the gangs then contact the kidnapped persons family
(usually very poor and located in a southern country like Columbia) and demand ransom.
I assume they target these people due to the almost non existent ability of those who are
asked to pay ransom to report the extortion. I would imagine the number of those who
can pay is very low, with most of the kidnapped killed as a result. What low life scum
they must be to prey on such destitute people.
