Having spent a considerable amount of time driving in Mexican cities, I have a slightly different theory.

On major roads the custom used to turn left is to pull off to the right before crossing the major road.

This is pretty sensible because it gets left-turners out of the regular flow of traffic.

Sometimes these intersections are controlled by semaphoros (stoplights).

We foreigners are unaccustomed to this flow of traffic, hence, the mexicano behind us is constantly hollering "GREEN GO !!!"
