Willy and David, for holders of FM3's that is probably true. This all happened to me in 2003-4 when my FM3 had expired a year earlier and as I no longer had a permanent residence, I was simply using a tourist visa. My truck was wrecked in NM and I had to get it to Juarez to get the sticker removed before I was allowed to use another vehicle to get into Mexico.

If Criss has an FM3, then he probably will be fine. My truck VIN, however, was registered in the Banjercito system linked to my old FM3, not my NM license nor my passport.
