Tia I was lucky, the lawyer was simply a good samaritan, a mexican-american who lived in El Paso and had lots of clients in Chihuahua City so he traveled thru that Banjercito station outside Juarez often. They were going to try to collect $2 for each day that my truck was overdue for having the "sticker" scraped off. It had been almost 2 yrs.

Well his spanish was perfect, and he had taken care of this problem before and he just overheard my conversation with the head-agent at that office and he just stepped in and took over and the agent threw up his hands and had an assistant go out with me to the sticker removal station and scrape the sticker off the windshield under a camera making some video record of the event.

I asked the guy how much for his services for helping me, was going to write him a check right there, expected a pretty good amount might be involved and he just laughed and said that he was glad to do it. I gave him my phone number and asked if he was ever up to Albuquerque and he said "sometimes" and I asked him to call me because I owed him at least a good steak dinner.

It never happened but it is amazing at how arbitrary the rules are in situations like this.
