No extra charges have ever been made against my card for failing to cancel my 180 day permit as I exited Mexico. I have several times cancelled the old permit upon reentry into Mexico, and then obtained a new permit without any problem. But the sticker must be attached to the windshield of the vehicle to which it was issued.
