There is quite a bit of information on storm surge, seems most is caused by the wind with about
5% by the atmospheric pressure. On the link below there is a graphic showing what happens
when a hurricane goes directly onshore.

The left side gets almost no storm surge due to the off shore wind. I would guess that it could
have a low tide, like a negative storm surge.
