As far as I know, it is totally illegal, but since the seeds are in little packets, you can hide them away in your luggage and the authorities are not going to be very concerned about them. If you are caught, they will confiscate them at worst. They will not confiscate you. So tally ho! The whole community garden needs new seeds of every variety, so think grandiose.
