Mexico upset as Republicans nix gun move
Development: On 13 July the Republican majority on the appropriations committee in the House of Representatives sabotaged a key US government move to control the sale of big guns in US states bordering Mexico.
Significance: The Republican move will upset the Mexican government, which on 11 July had welcomed the US initiative, which originated in the Department of Justice (DoJ). The US government wanted to force 8,500 registered gun dealers in the states of Texas, California, Arizona and New Mexico to report multiple sales of all semi-automatic weapons above 0.22mm calibre. The Mexican and US governments agree that most of the assault rifles used by Mexican gangsters are bought in the US.
Key points:
• Denny Rehberg (R, Montana), who tabled the amendment in the House appropriations committee, argued that the move was a threat to the rights enshrined in the Second Amendment to the US Constitution, which allows US citizens to bear arms. His view was supported by 25 votes to 16 in the committee. The vote denies the DoJ a budget to implement the reporting system.
• The vote is not final, because it could be overturned by the full House of Representatives, in which the Republicans have a majority, when the House and the Senate (which is still Democrat-controlled) begin (on 1 October) the process to reconcile their amendments to the budget for the fiscal year 2012
