My recollection is that the parade tries to begin at 8:30am at the primary school (but with so many small ones to organize it gets a bit crazy) and they walk up to the casino, turn around and then come back along Maria Asuncion, the jardin, then back to the school. I usually get to the jardin around 9ish and sit somewhere on top of the chairs and in between the trees to get good photographs of the children.

As to climbing the pole - you'd have to push Cruz!
