I found some clarification on what this is about.

According to this Christian Science Monitor article there is a website in Nuevo Laredo
that has an interactive map where people post things like where the lookouts were
stationed and where the deals are going down. No wonder they got targeted.
It seems instead of stopping more post are possible.
