Cell phone back up power

Willy came by the office yesterday and suggested that someone start a donation so we could get a generator to run the cell tower during power outages. I think its a good idea and one worth pursuing. But also wonder if there is not some sort of contractual obligation to provide emergency power that could be required from the private company (at least I think it is private) that owns the tower. At least enough power to last 12 hours or so. I imagine someone being trapped in their home by a mud slide and not being able to contact anyone due to no cell service. Even if the donation route is taken it would still need to be in conjunction with the operators of the tower. I wonder what the next thing on the list to do would be to move forward on this?
