I think Telmex eventually developed a problem farther upstream from the local office here in La Manz. It could have been generator gas running out somewhere in Melaque, etc. or a cable got cut by a overflowing river.

The batteries were still OK in the local office during the long outage, because there was still the 48V DC "line voltage" at our phones. That's what powers your handset's ability to produce the DTMF dialing tones, among other things. I'm talking about a basic wired phone with no external power supply.

I'm still checking the "other" line voltage (at the wall sockets), and it's still elevated (136-140V). Also, it's not as stable as it normally is.

I just use a basic digital multimeter to do this.
