David,
The highway to Manzanillo (200) is open both ways. The road from 200 to the airport is under water. When the water does drop the road has to be repaired it was washed out just like the road by the agricultural check point. The bulletin saying the airport is closed was issued on Friday and it also says it will be closed for 15 days. Alaska’s 1st flight in or out of ZLO is scheduled for the 5th of Nov.
