The vet in Canada didn't recommend the vaccine you mention. I keep my dog on a short leash, so he doesn't eat anything he shouldn't or drink from puddles, so I feel it's okay.
I think the immigration for dogs went into effect a week ago and should be the case in Manzanillo. Have some water from the plane for your dog. They are very bad about leaving dogs on the tarmac in Manzanillo. Remind them to get the dcg into the building as soon as possible!
