Yes there are 2 stacks, but the stack that needs to be paid is divided up by area or whatever means they use and you have to wait for your "area" to be offered for payment before you can pay your bill. If the bills should arrive on a Monday, it is usually the Thursday before our area is offered and we live at Concha Molida and Maria Elva.
