Just wanted to emphasize this post by Michael Galand.

Some People I talked to went fishing with one of the local fishermen Saturday,
Where they encountered a humpback also tangled up in fishing nets. Does anyone
have a contact number of someone local (Barra,Melaque) to report this to.
At one point was right beside the boat and could be touched. He was just around the
point at Tenacatita.I have contacted the people from the Great Whale Conservancy
and one will be in the Barra area Tomorrow,But it might be too late.
