I think Shane, with a sense of irony, is expressing his frustration with a seeming preoccupation of some over orphaned dogs.

There are not enough winter visitors to adopt all of the "cute" dogs, currently without homes. Some of these puppies may very well become the snarling animals of whom you'll complain when they interrupt your morning beach walks. Then, you'll want to know whom to call to remove these critters.

Shane's point of view is neither "dumb" nor shameful. He's simply not being a hypocrite.
