J nor P expressly indicated that the ones living on the beach were gringos. There are several restaurants on the beach who maintain tables, umbrellas, etc. on the beach. I understand that the government leases commercial concessions to occupy portions of the beach. If the party(s) in question has (have) such a lease, I don't see how they're any different from the other commercial establishments. Whether or not the govt. should be doing this is an entirely different issue. |
