I have experienced this behaviour first hand, as a gringo. A group of us were setting up a table for a little event and were asked to get out of the view of the beach by some non-Mexican beach residents. We felt affronted but moved and the people making the request proceeded to sleep the afternoon away in their hammock. Probably didn't really need the view.

I'm with Judy and Peter. The beach is public.
