I think it is only on Alaska Air. There is no notice of this on Westjet's page. There is a lot of info on tomzap This is the specific link to the dog in cabins discussion:

Another option is if your dogs are comfortable being close to each other, you could put the two of them in a large cage.
If you're flying Westjet, when you call to reserve a space in the cabin for them, you will know for sure. The only problem with Westjet is that their dog in cargo policy ended on May 1, so not an option for you.
I will bring lots of dog carriers down next year.
