The other issue is that if you are talking about Ejido land, you are getting way, way, ahead of yourself.

From my understanding, the senior governments in Jalisco (La Huerta and Guadalajara)have no record of the subdivision of non-titled land that has taken place inside an Ejido.

So, the process of obtaining title is to first get permission from the Ejido via a vote by a quorum of members to proceed.

And then, via application to the senior governments get assurances that there is no conflict of ownership on the property.

After that is completed and documented -- then one can decide on the ultimate disposition of the property i.e. commercial vs residential. And, by having legal title -recognized and documented by the senior governments -- it becomes possible to obtain a mortgage on the property.
