Subject: Mexico News DAILY September 12, 2012 Mexico No let-up in violence in northern Mexico Development: On 12 September Nuevo León state authorities reported that the body of a man believed to have been executed was identified as that of a disappeared local politician, Hernán Belden. Significance: A prominent businessman, Belden was also a respected member of the Partido Acción Nacional (PAN), having served as a deputy in the Nuevo León state legislature and was being touted as a possible member of the incoming Monterrey municipal government, scheduled to take office on 1 November. Belden’s apparent kidnapping and murder is the latest sign that violent criminal organisations remain active in northern Mexico - an issue that the incoming government of President-elect Enrique Peña Nieto will have to address once he takes office on 1 December. Key points: • According to Nuevo León’s attorney general’s office, the authorities discovered Belden’s body 20km outside of the state capital, Monterrey, yesterday afternoon after receiving an anonymous tip. A forensic report concluded that Belden had been “executed” and his body had been decomposing for the past four days. • The mayor of the nearby locality of San Pedro, Mauricio Fernández Garza, had informed the authorities on 7 September of Belden’s kidnapping by a group of armed men from the offices of his business in Santa Catarina, although the state authorities pointed out that the family never confirmed this. • Separately, the authorities in nearby Tamaulipas confirmed on 11 September that four men were killed in two separate shootouts involving the military and presumed members of criminal organisations.  The shootings took place in Reynosa where, according to official reports, an army patrol was chasing two vehicles with US plates believed to be smuggling high-calibre firearms into Mexico. This followed another shooting the previous day in the state capital, Ciudad Victoria, where it was reported that the military killed seven presumed members of the Los Zetas criminal organisation.
