Thanx David but that didn't work.
Skype insists on prefixing with +1.

So the full number I tried to dial is:
+1 521 315 (then the 7 digit cell number)

I was told that to call without Skype, the number would be:
044 315 (then the 7 digit cell number)

I'm sure I'm missing something here...
