The only way to properly create something long term is to create an association of homeowners with annual dues for services. Create a board to oversee expenditures. . Property tax is peanuts in Mexico, and will not be enough to bring in any services. People think they are paying property taxes but I doubt anyone pays more than $200 per year per house in Manzanilla.

In Careyes, for example, homeowners pay $500-$1000 per house annually to fund the local medical clinic, with a full time doctor, and an ambulance service. They provide subsidized service to employees and locals are usually treated for free. Any tourists pay per visit at much higher rates. It's not a perfect system. But the previous poster is right, thee efundraisers and collection cans will not yield fruit long term.

Furthermore, every restaurant shood automatically add a 3%-5% fee for the community services. This moray should be collected every 6 months and used for services.

There is no perfect system. People will complain. No one needs to do it like Careyes, but what's mentioned in these boards get repeated over & over again.

Everyone's property values will rise if there is a guaranty of better community services.
