We brought a suitcase of school supplies from Canada, declared the contents at the Westjet ticket counter and suitcase got a special tag and we had no problems whatsoever. We flew direct to Puerto Vallarta so we didn't go through US customs- I have no idea what USA customs are like.
When we arrived in Mexico, we declared "school supplies Humanitarian Aid" on the customs form and no problemo. Westjets' policy allows the suitcase with the school items in it to be transported for free.
