Peña Nieto obtains crucial reform

Development: On 13 December Mexico’s chamber of deputies approved President Enrique Peña Nieto's proposal to reorganise the federal government structure.
Significance: Among other things, the proposal incorporates the public security ministry (SSP) back into the interior ministry (Segob). This reform was the most contentious of the various initiatives submitted to congress by the new president after taking office on 1 December. The opposition has introduced some minor modifications which the ruling Partido Revolucionario Institucional (PRI) was forced to accept. Nonetheless, the passage of the bill is Peña Nieto's first political victory in congress.
Key points:
• The reform strengthens the Segob, putting it back in charge of domestic security and intelligence, undoing changes introduced by the former president, Vicente Fox (2000-2006), of the Partido Acción Nacional (PAN). Fox set up the SSP in 2000. The public functions ministry (SFP), an oversight body created in 2009 by Fox’s PAN successor, Felipe Calderón (2006-2012), will also be replaced with a new national anti-corruption commission. The proposal has raised some concerns that the PRI might fall back into old habits and use the Segob to intimidate its political opponents.
• In light of this concern, the opposition bloc in congress, comprising by the PAN and the leftist Movimiento Progresista coalition, introduced a provision whereby the new security appointments would have to be ratified by the senate. The PRI opposed this arguing that, as per the constitution, ministers are free to pick their own collaborators, but the provision went through. Interior Minister Miguel Angel Osorio Chong has said that he is not opposed to the change.
• The approval of the proposal coincided with the visit of the US Homeland Security Secretary, Janet Napolitano, who held her first meeting with Osorio Chong, in which they discussed security cooperation.
