So if you had a user fee when you use their service, how do they get paid while waiting for something to happen. You all need to really look at a HOA fee where you ALL pay into the system. What would happen if I donated say $10,000 for emergency services but my neighbor gives nothing. He gets rushed to the hospital 3 times a year on my dime. No way. You all need to pay to make it fair.
