Yes Cihuatlan works you have to pass a ten question drivers exam (in Spanish on computer)I had a friend come with me to translate, then two blocks away to pay then back to take pic ect + across street to photocopy your Canadian (USA) driver licence and FM3 both sides . Their office is approx across the street from the honda dealer or approx one to two blocks this way from coppel. Total cost under $40.00 Canadian.Walked away in under 2 hours with laminated picture drivers licence .
