Taxi seatbelts

We have had occasion to use taxis several times this year and not one of them had backseat seat belts. We took one on Sunday, the driver was belted in, there was a cross on the windshield and the driver crossed himself before going onto the road from Perula, but that didn't make me feel very safe in the back with no belt. Every blind corner we went around made me very uneasy.

What is going on? Is any one else experienced this? I remember a couple years ago there were Policia in Melaque giving tickets for not having a seat belt buckled. they are not doing it now. I guess the only thing to do to correct it is to not get in a taxi that doesn't have back seat belts.
