Rick while I am sure we all have sympathy for your situation, I think the issue is trying to be solved by a round about way.

What I mean is folks don't take actions themselves anymore, by talking to their neighbor. They call the Planning Department to complain about too many chickens next door. Why, because they don't want to confront the neighbor because they have never developed a relationship with them because in essence they don't really want neighbors at all.

So going over to the campsite and dealing directly with the operator might make you uncomfortable (or you do not speak his language) so we develop this huge Passive Aggressive system of complaining to an authority (that does not really exist or care here) who is supposed to act on our behalf.

You need to talk to this guy with all in your town who have a problem with his actions, at your side.

If you can not gather enough people to stand on his property and tell him to stop then by virtue of fact it is YOUR PROBLEM. Solamente

Always remember, our gauge for perceiving a threat is highly over reactive when it is out our window, or personal.

As Daniel says we have cars, motorcycles, ATVs all on our beach, we also have waste entering our mangrove lagoon.

And in the high season I have many folks who place turds on my side of our creek and inside my fence. I live with it because I love this place and those problems do not change my feelings.

They shat there before I arrived 10 years ago and it is not an environmental tragedy for anyone but me.
