I'm not sure about any of that, but I believe that the police will create a 'cottage industry' out of fines related to their saying foreign plated cars aren't legal. Which is what the blog I posted describes with the federale police in Guadalajara. So even though the 'officials' are still deciding what the new regulations will be --- or won't, it creates so much income opportunity for the enforcers.
