The law passed in 2011 states that cars must be NAFTA, with VIN starting in a number, not J or W. But there is currently an amparo (exception to the rule) in place that allows cars that fit the other requirements to have VINs that start with a letter, eg, J. The first car that TioCorp got approved was a J car, repatriated to Mexico and subsequently licensed in Jalisco with no problems last January.
