I would report it to the Delegation. My fears are that the same policeman would handle the case and it would be the fox protecting the henhouse. I think we need a pet advocacy group that speaks for all the animals: homeless, pets, and wild. About 8 years ago in La Manzanilla, my dog Camilo, was the only survivor of a week of at least 6 dog poisonings just across the arroyo near the old welding (?) shop. It made me so angry when I realized that there was no recourse. Police could not be called as there were no animal protection laws. My Mexican friends were afraid of personal repercussions if I went door to door to find the poisoner. They said "they have to live there".
My personal belief is that Christianity got it wrong with theologian Rene Descartes who stated that "animals are merely biological machines with neither feelings or souls" thereby giving carte blanche to their followers forcing Christianity and cruelty on both animals and people. The legacy continues with the power in the hands of the callous.
