Hi Doug,
I did not do any of that, so I'm not sure where an office is located. I don't believe there is a need to do that whether you have permenente or not, what's important is that you are the owner of the car and the VIN matches the title that's all that any federale or otherwise cares about if you get pulled over. We had no problems at all on the trip to the border. We encountered many checkpoints and all they wanted to know is who the owner of the car is and only sometimes checked vin number.
However, I'm sure Oscar, the customs agent can answer that question with more knowledge.
